Business insurance in Old Forge and the Town of Webb
Old Forge is the largest hamlet in the Town of Webb, in Herkimer County, and the Town describes it as a year-round destination, with Thendara, Eagle Bay, Big Moose and Stillwater around it. Here's what an Old Forge business needs, and the Town rules that change it.
A business in Old Forge or elsewhere in the Town of Webb needs workers' compensation from the first employee, seasonal staff included, DBL and Paid Family Leave once someone has worked 30 days in a calendar year, general liability for its landlord and clients, and commercial auto for work vehicles. The Town describes Old Forge as a year-round destination, short-term rentals need a Town permit and inspection, and a carnival, street show, parade or large tent needs a Town Clerk permit with public liability insurance in force. Docks and boathouses need building permits, and commercial property excludes flood. My office is in Clifton Park, and I work with Old Forge businesses by phone, email and video.
What's different about insuring a business in Old Forge
- Visitors in every season. The Town's visitor center describes Old Forge as a year-round destination, with summer paddling and hiking, the McCauley Mountain chairlift in the fall, and snowmobiling and skiing in winter. Restaurants and bars that serve alcohol need liquor liability under the Dram Shop Act; see restaurant and bar insurance and retail shops. Seasonal staff are covered by workers' comp from their first day.
- Short-term rentals. Renting a dwelling in short stays for more than 14 days a year needs a Town permit, an inspection before it is issued and before each renewal, and a property representative who answers complaints within 24 hours. Permits run 24 months, residential village zones are capped with a waiting list, and accessory dwelling units can't get one. See landlord and short-term rental insurance.
- Events, carnivals and tents. A carnival, street show or parade, or a tent seating more than 30, needs a Town Clerk permit at least 10 days ahead, a fire chief's review and a public liability policy in force that covers the rides and activities. Caterers and food trucks working an event can be asked for a certificate too.
- Docks, boathouses and lake work. The Town lists docks and breakwalls, boathouses and changes of use among the projects that need a building permit, and its code bars personal watercraft and specialty prop-craft on Rondaxe, Woodhull and Twitchell lakes. Builders need contractor insurance with Scaffold Law exposure in mind; rental fleets and gear need inland marine cover.
- Snow on the roof, inspections inside. The Town's McCauley Mountain page puts annual snowfall there at 281 inches, and the Code Enforcement Office runs fire prevention inspections in places open to the public, looking at blocked exits, emergency lighting, extinguishers and detection systems. Carriers ask about the same things; see commercial property, and check how a quote treats roof collapse from snow.
- Lakes and flood maps. Building in a mapped flood hazard area needs a Town floodplain development permit. Commercial property excludes flood; flood insurance is a separate policy.

Short answers to what people ask before they call.
Still have a question? Call (518) 902-8822 or book a call.
I rent my camp in Old Forge to visitors. What does the Town require?
Under Chapter 387 of the Town Code, renting a dwelling for more than 14 days in a calendar year, in stays shorter than six months, needs a rental permit from the Code Enforcement Officer, who inspects the unit before the permit is issued and before each renewal. A permit runs 24 months. You name a property representative who answers complaints within 24 hours, and you post the permit, the inspection report and the maximum occupancy inside. In the residential village zones the Town caps permits at a share of the parcels and keeps a waiting list, and a sale while the cap is reached ends the permit. A homeowners policy often limits or excludes paying guests, so the rental needs a policy written for it.
We're putting on a carnival, a parade or an event under a big tent. What does the Town want?
Under Chapter 203 of the Town Code, a circus, carnival, street show or parade, or a tent with seating for more than 30 people, needs a permit from the Town Clerk, applied for in writing at least 10 days ahead. The application goes to the Old Forge Fire Department's chief for exits, aisles, fire lanes and flameproofing, and you show a public liability insurance policy in force covering the structure, the rides and the other activities, at the limits the chapter sets. Once the policy is in force, I get you the certificate.
I build docks and boathouses in the Town of Webb. What permits and insurance come into it?
The Town's Code Enforcement Office lists docks and breakwalls, boathouses, decks, additions and changes of use among the projects that need a building permit. Under Workers' Compensation Law §57 and §220, a town has to see proof of workers' comp and disability coverage before it issues a permit; your carrier sends that form, and ACORD certificates aren't accepted for it. Building in a mapped flood hazard area also needs a floodplain development permit under Chapter 257. The contractor page covers general liability and the Scaffold Law.
My business is on the water. Do I need flood insurance?
Check FEMA's map for your address first. Chapter 257 of the Town Code makes the Code Enforcement Officer the local flood administrator and requires a floodplain development permit for building in an area of special flood hazard. A commercial property policy excludes flood; flood is a separate policy, through the National Flood Insurance Program or a private carrier, and business income pays only after damage from a covered cause, so ask how each quote treats flood.
Do you meet Old Forge owners in person?
No. My office is in Clifton Park, and I work with Old Forge businesses by phone, email and video. Once the policies are in force, I get you the certificates, and audits and claims come through me.
