Business insurance in Speculator and the Town of Lake Pleasant
Speculator is the village the Town of Lake Pleasant calls its economic and social center, with dining, lodging and shopping, in Hamilton County. Here's what a Speculator or Lake Pleasant business needs, and the Village and Town rules that change it.
A business in Speculator or elsewhere in the Town of Lake Pleasant needs workers' compensation from the first employee, seasonal staff included, DBL and Paid Family Leave once someone has worked 30 days in a calendar year, general liability for its landlord and clients, and commercial auto for work vehicles. Building permits come from the Village inside Speculator and from the Town outside it, and both want proof of workers' comp and disability coverage. The Town registers short-term rentals, and a business using a Village park files a certificate naming the Village as additional insured. My office is in Clifton Park, and I work with Speculator businesses by phone, email and video.
What's different about insuring a business in Speculator
- Dining, lodging and shopping. The Town describes Speculator as its economic and social center, and the County says most of its businesses are in tourism. Inns, shops and restaurants fit a business owners policy with business income; see restaurant and bar insurance and retail shops. Serving alcohol adds liquor liability under the Dram Shop Act, and seasonal staff are covered by workers' comp from their first day.
- Two code offices. Inside the village, the Village of Speculator's own fire prevention and building code office issues building and change-of-use permits, and no building can be occupied without its Certificate of Occupancy. Outside the village, the Town of Lake Pleasant issues them. Both want workers' comp and disability certificates from contractors with employees, renewed yearly, and an exemption certificate, job by job, from a sole proprietor with none. See contractor insurance; work at height carries Scaffold Law exposure.
- Building for snow. The Town's permit packet says even a shed too small to need a permit must be built for a ground snow load of 86 pounds per square foot, and new buildings need an electrical certificate before a Certificate of Occupancy. Ask how each commercial property quote treats roof collapse from snow.
- Short-term rentals. The Town registers short-term rentals, with a local contact, a maximum occupancy and questions on extinguishers, smoke and carbon monoxide detectors, exits, parking and railings, and says registration is not a warranty that the place is fit for commercial use. See landlord and short-term rental insurance; cleaning and caretaking businesses that look after rentals need their own cover.
- Events in Village parks. Businesses and organizations using the gazebo, pavilion, ballfield or Lakeside Point file a certificate of insurance naming the Village of Speculator as additional insured and agree to indemnify the Village. Alcohol is generally not allowed; the Board only considers it with a licensed purveyor who brings insurance indemnifying the Village, a liquor license and a caterer's permit two weeks ahead. Caterers and food trucks working an event can be asked for the same.
- Other agencies. The Town's packet reminds owners that a project can also need the Adirondack Park Agency, the state DEC and DOT, or a County driveway permit. Work in a county road and County filings are on the Hamilton County page.
What Speculator businesses carry
Required by New York
Workers' compensation from the first employee, part-time and seasonal staff included, and DBL and Paid Family Leave once someone has worked for you 30 days in a calendar year. Business vehicles need commercial auto.
Required by your landlord, clients, the Village and the Town
General liability naming them as additional insured, with the wording a lease, contract or park use form asks for, or a business owners policy that packages liability with property and lost income for a shop, inn or small restaurant.
Worth adding
Flood insurance if FEMA's map puts your address in a flood zone, since commercial property excludes flood; inland marine for tools and for equipment you rent out; cyber for card payments and online bookings; employment practices liability once you have staff; and a commercial umbrella above general liability, liquor liability and auto.

Common questions
Short answers to what people ask before they call.
Still have a question? Call (518) 902-8822 or book a call.
I'm a contractor. Who issues my building permit, and what proof of insurance do they want?
Inside the village, the Village of Speculator's Department of Fire Prevention and Building Code Enforcement issues building and change-of-use permits; elsewhere in the Town of Lake Pleasant, the Town's code enforcement office does. Both ask a contractor with employees for the workers' compensation certificate (C-105.2, or U-26.3 from the State Insurance Fund) and the disability certificate (DB-120.1) once a year, and the Town wants that proof before it approves a permit. A sole proprietor with no employees files the Workers' Compensation Board's exemption certificate with every application, job by job. The Board says ACORD certificates are not accepted for this, so the forms come from your carrier.
I rent my camp in the Town of Lake Pleasant to visitors. What does the Town ask?
The Town registers short-term rentals. Its owner registration form asks for a local contact and phone number, the building's maximum occupancy, and whether you have up-to-date fire extinguishers and smoke detectors, a carbon monoxide detector on each floor, adequate exit routes, parking for guests, an address visible to emergency services and railings where the building code requires them. The form says an approved registration is not a warranty that the premises are suitable for commercial use, and that you remain responsible for code requirements. A homeowners policy can limit or exclude paying guests, so the rental needs a policy written for it.
We're holding an event in a Village park. What insurance do we need?
The Village's park use policy says businesses and organizations using any Village facility provide a certificate of insurance with the Village of Speculator as additional insured, and the application has you defend, indemnify and hold the Village harmless. Alcohol is generally not permitted; the Village Board only considers it with a licensed purveyor, who provides a certificate of insurance indemnifying the Village, its liquor license and a caterer's permit at least two weeks before the event. Once the policy is in force, I get you the certificate.
I'm putting up a new building for my business. What does the Town check?
The Town of Lake Pleasant wants a permit before any work begins, a plot plan, and stamped plans for commercial construction where state education law requires them. The owner or contractor gives the code officer 24 hours' notice before each required inspection, and an electrical certificate from an official electrical inspector is needed before a Certificate of Occupancy. The Town's packet also points to the Adirondack Park Agency, the state DEC and DOT, and the County's Public Works department for driveway permits. Builder's risk or the contractor's coverage protects the building while it goes up.
