Business insurance in Claverack and Philmont

The Town of Claverack sits in the middle of Columbia County, with the hamlets of Churchtown, Claverack, Hollowville and Mellenville and the Village of Philmont, which runs its own government. Here's what a business there needs, and the town and village rules that change it.

In short

A Claverack small business needs workers' compensation from the first employee, DBL and Paid Family Leave once someone has worked 30 days in a calendar year, general liability for its landlord and clients, and commercial auto for work vehicles. The Town of Claverack asks for proof of workers' comp and disability coverage, or a CE-200 exemption, with a building permit, and a temporary tent or canopy permit needs a liability certificate naming the Town as additional insured. In the Village of Philmont, rentals are registered with the Village, and sidewalks next to business property must be cleared within 24 hours after a snowfall. My office is in Clifton Park, and I work with Claverack businesses by phone, email and video.

What's different about insuring a business in Claverack

  • A town and a village. The Town of Claverack takes in the hamlets of Churchtown, Claverack, Hollowville and Mellenville, and its Building Department is at the Town Offices, 91 Church Street in Mellenville (518-672-4471). The Village of Philmont, inside the town, has its own government and its own Building Department at 124 Main Street (518-672-7032). Permits, rental rules and sidewalk rules depend on which side of the village line you are, so tell me the exact address when you ask for a quote.
  • Town permits for contractors. The Town's building permit application covers residential, commercial and agricultural work and asks for proof of workers' comp (C-105.2 or U-26.3) and disability benefits (DB-120.1), or a CE-200 exemption. The permit comes before any construction, installation or alteration, stays posted at the job site, and nothing is occupied before a certificate of occupancy or compliance. Signs have their own permit application. See contractor insurance and workers' compensation.
  • Tents and events. A temporary tent or canopy permit needs certificates of flame resistance, a site plan and a liability certificate from the tent company or property owner naming the Town of Claverack as additional insured. The Town also has a Commercial Event Venue Law, Local Law 1 of 2019. Hosting events adds general liability questions, and serving alcohol adds liquor liability under the Dram Shop Act.
  • Businesses run from home. The Town's home occupation checklist asks about employees, customers, deliveries, business vehicles on the property and signs, and the Building Inspector decides whether a permit can be issued directly or a special use permit or variance is needed. A homeowners policy can limit or exclude business property and business visitors; a business owners policy or general liability fills that gap, and a work vehicle needs commercial auto.
  • Philmont buildings and rentals. In the village, occupying a building without a required certificate of occupancy is a violation, rentals are registered with the Village and need an annual tenancy certificate of occupancy before anyone moves in, and vacant buildings are registered too. See commercial property insurance and landlord insurance.
  • Philmont sidewalks in winter. Sidewalks next to business property have to be cleared within 24 hours after a snowfall, or the Village clears them and bills the owner. A fall on the walk is a general liability claim, so the lease and the snow contractor's certificate both matter; see landscaper and snow removal insurance if that's your trade.
  • Short-term rentals. Columbia County asks anyone renting a building or rooms for under 30 consecutive days to register with the County Treasurer. A homeowners policy can limit or exclude paying guests, so the rental needs a policy written for it; see landlord and short-term rental insurance.

What Claverack businesses carry

Required by New York

Workers' compensation from the first employee, part-time and seasonal staff included, and DBL and Paid Family Leave once someone has worked for you 30 days in a calendar year. Business vehicles need commercial auto.

Required by your landlord, clients and the Town

General liability naming them as additional insured, with the wording a lease, contract or permit asks for, or a business owners policy that packages liability with property and lost income for a shop, studio or small restaurant. Contractors need the workers' comp and disability certificates the Town asks for with a building permit, and a tent permit needs a liability certificate naming the Town.

Worth adding

Cyber for card payments and online sales, professional liability for consultants and designers paid for their advice, employment practices liability once you have staff, a commercial umbrella above general liability and auto, inland marine for tools and equipment that leave the shop, and flood insurance if FEMA's map puts your address in a flood zone, because commercial property excludes flood.

Questions

Common questions

Short answers to what people ask before they call.

Still have a question? Call (518) 902-8822 or book a call.

I'm a contractor taking out a building permit in the Town of Claverack. What insurance does the Town want?

The Town's building permit application asks for proof of workers' compensation insurance (form C-105.2 or U-26.3) and proof of disability benefits coverage (DB-120.1); homeowners and sole proprietors can give a CE-200 exemption instead. The permit has to be issued before any construction, installation or alteration starts and stays displayed at the job site, and the building can't be occupied until the Building Inspector issues a certificate of occupancy or compliance. Once the policies are in force, I get you the certificates; work at height also carries Scaffold Law exposure.

I'm putting up a tent for an event on my property in Claverack. What does the Town ask for?

The Town's temporary tent and canopy permit application must come with certificates of flame resistance, a site plan showing the tent, exits and anchoring, and a certificate of the tent company's or the property owner's liability insurance naming the Town of Claverack as additional insured. The Town also has a Commercial Event Venue Law, Local Law 1 of 2019, so if you host events as a business, ask the Building Department how it applies to you. If alcohol is served, liquor liability matters too.

I run a business from my home in Claverack. Do I need anything?

The Town's home occupation checklist asks whether anyone outside the household works there, whether customers or deliveries come to the address, whether business vehicles are parked on the property and whether there will be a sign. From the answers, the Building Inspector decides whether a home occupation permit can be issued directly or a special use permit or variance is needed. A homeowners policy can limit or exclude business property and visitors who come on business, so tell me the same things the checklist asks when you request a quote.

I own a building in the Village of Philmont. What do I need to know?

The Village's Building Department, at 124 Main Street, issues building permits and certificates of occupancy, and occupying a building without the required certificate is a violation. Renting any part of a residential property requires registration and an annual tenancy certificate of occupancy before anyone moves in, and vacant buildings have to be registered too. Sidewalks next to business property must be cleared within 24 hours after a snowfall, or the Village clears them and bills the owner. A fall on the walk is a general liability claim, and a rental needs a policy written for it.

Do you meet Claverack owners in person?

No. I'm based in Clifton Park and meet people in person across six counties. Claverack is outside them, so I work with Claverack businesses by phone, email and video. Once the policies are in force, I get you the certificates, and audits and claims come through me.
