Business insurance in Johnstown
The City of Johnstown lists two industrial parks, a historic downtown and a main arterial with two shopping plazas and numerous storefronts. Here's what a Johnstown business carries, and the City permits that ask for your insurance before they're issued.
A Johnstown small business needs workers' compensation from the first employee, DBL and Paid Family Leave once someone has worked 30 days in a calendar year, general liability for its landlord and clients, and commercial auto for work vehicles. The City of Johnstown adds its own insurance terms: vendors licensed by the City Clerk carry a liability policy naming the City as additional insured on a primary and noncontributory basis, events and alcohol permits on City property need the City named too, and tree, sign and sidewalk contractors need the City named on their insurance. My office is in Clifton Park, and I work with Johnstown businesses by phone, email and video.
What's different about insuring a business in Johnstown
- Route 30A and downtown. The City's plan calls Route 30A (Comrie Avenue) its main concentration of commercial development, with restaurants, plazas and offices along it, and the City lists a historic downtown alongside it. Your lease sets the liability limits and additional insureds; restaurants add liquor liability. See retail shops, restaurants and bars and business owners policies.
- Old mill buildings. The City's plan notes abandoned leather mills scattered through the city, and the Glove Cities Industrial Park, shared with Gloversville, sits off North Perry Street. An older or partly empty building needs commercial property at replacement cost with ordinance-or-law cover, and a vacancy clause that fits how much of it you use.
- Vendors and food trucks. A City Clerk licence, backed by a liability policy that names the City as additional insured on a primary and noncontributory basis and lists your vehicles. No motorized vending in the downtown business district, and licences run to December 31. See food truck insurance and commercial auto.
- Events and alcohol on City property. Events need proof of insurance naming the City, at limits the City can raise for a riskier event; a civic or nonprofit group running a craft fair can carry one policy under a blanket licence for all its vendors. Alcohol needs a special permit approved by the Clerk and the Police Department. See general liability.
- Tree, sign and sidewalk work. Tree crews working over City streets need an annual permit backed by a bond or an endorsement naming the City; sign installers need a permit each calendar year with liability naming the City; sidewalk, driveway and curb-cut work keeps the City named for the whole job. See landscapers and tree services and contractor insurance; the Scaffold Law applies to work at height.
- Places of assembly and apartments. The Fire Chief is the City's chief code enforcement officer; places of public assembly get an annual occupancy inspection and posting, and multiple dwellings need a City permit. Landlords see landlord insurance.
What Johnstown businesses carry
Required by New York
Workers' compensation from the first employee, part-time and seasonal staff included, and DBL and Paid Family Leave once someone has worked for you 30 days in a calendar year. Business vehicles, food trucks and plow trucks need commercial auto.
Required by your landlord, clients and the City
General liability naming them as additional insured, with the wording a lease, contract or City permit asks for, such as primary and noncontributory for a vendor licence. For a shop, office or small restaurant, a business owners policy packages liability with property and lost income.
Worth adding
Liquor liability for any restaurant, bar or event that serves, because general liability excludes Dram Shop claims; inland marine for tools and equipment that leave the shop; cyber for card payments and client records; employment practices liability once you have staff; flood insurance if FEMA's map puts your address in a flood zone; and a commercial umbrella when a contract asks for higher limits.
By industry
- Restaurants and bars, liquor liability, food trucks and vendors
- Shops on Route 30A and downtown, salons and barbershops, convenience stores and gas stations
- Contractors and sign installers, landscaping, tree work and snow plowing, handyman services
- Trucking and distribution, auto repair, medical and dental offices
How I quote a Johnstown business
A short conversation about what you do and what your lease, contracts or City permit require; quotes from several carriers with what each leaves out, side by side; and once you choose and the policies are in force, I get you the certificates and endorsements the City Clerk, Code Enforcement or the City Engineer asks for. My office is in Clifton Park, and I work with Johnstown businesses by phone, email and video. The business gap check takes three minutes. County filings are on the Fulton County business insurance page; nearby, see Gloversville, Broadalbin and Amsterdam.

I want to sell from a food truck or a cart in Johnstown. What does the City require?
A vendor licence from the City Clerk. To sell on streets, sidewalks, parks or other public places, you first give the Clerk a liability policy from an insurer licensed and admitted in New York, listing each commercial vehicle by make, year and VIN and naming the City of Johnstown as additional insured on a primary and noncontributory basis, at the limits the ordinance sets. On private property you need the owner's written permission and a non-residential zone. Motorized vending is not allowed in the downtown business district bounded by Green, State, Clinton and Melcher streets, a vehicle can't stand in one public spot for more than thirty minutes, and food vendors show their Health Department permits. Licences expire on the December 31 after they're issued. The food truck page explains the auto and liability cover behind the certificate.
We're organising a festival or craft fair on City property. What insurance does the City want?
The City's Event / Vendor / City Property Use application is due at least 30 days ahead, with proof of insurance naming the City of Johnstown as additional insured at the limits on the form; the City can ask for higher limits for a larger or riskier event, and you agree to indemnify the City. Under the vendor ordinance, a recognised civic, merchant, charitable or not-for-profit group that hires a park or public place for a craft fair, exhibition or similar event can carry one policy for the event and take a blanket licence that covers the individual vendors. Alcohol on City property needs a Temporary Special Event Alcohol Permit, approved by the City Clerk and the Police Department and issued only after State Liquor Authority approval, with its own proof of insurance naming the City. Serving alcohol is a Dram Shop exposure that general liability excludes, so add liquor liability.
I trim trees or plow snow in Johnstown. Does the City need anything from me?
For trees, yes. Cutting down trees, or trimming limbs more than an inch thick and higher than 15 feet, in or over the City's streets and public places needs an annual permit from the City Engineer, backed by a bond or a liability endorsement naming the City as an additional insured, plus a separate application for each job. Sidewalk, driveway, curb cut and tree removal permits ask for the City to be named for the whole time the work goes on. Plowing anywhere other than your own property needs a snow plow licence from the City Clerk, and the form asks for the plow vehicle and its insurance carrier. Once the policies are in force, I get you the certificates and endorsements.
My restaurant or hall gets an annual occupancy inspection. Does that matter for insurance?
It's the same information a carrier asks for. Johnstown's Code Enforcement Office, where the Fire Chief serves as chief code enforcement officer, inspects places of public assembly each year under the state fire and building code and issues an occupancy limit posting once you pass. Have the posted occupancy and the inspection result ready when you ask me for a quote, along with your sprinkler and alarm details; if you serve alcohol, liquor liability under the Dram Shop Act goes with it.
Do you meet Johnstown owners in person?
No. I'm based in Clifton Park and meet people in person across six counties. Johnstown is outside them, so I work with Johnstown businesses by phone, email and video. Once the policies are in force, I get you the certificates, and audits and claims come through me.
