Business insurance in Elizabethtown
Elizabethtown is the Essex County seat, between Lake Champlain and the High Peaks, and the Town describes it as a regional hub for businesses, schools and healthcare, with trail networks and the Boquet River for visitors. Here's what an Elizabethtown business needs, and the Town rules that change it.
An Elizabethtown small business needs workers' compensation from the first employee, DBL and Paid Family Leave once someone has worked 30 days in a calendar year, general liability for its landlord and clients, and commercial auto for work vehicles. As the Essex County seat, the Town calls itself a regional hub for businesses, schools and healthcare. Anything planned on a property anywhere in the Town needs notice to the Code Enforcement Officer, and contractors on a Town building permit name the Town of Elizabethtown as certificate holder. The Boquet River runs through town, and commercial property excludes flood. My office is in Clifton Park, and I work with Elizabethtown businesses by phone, email and video.
What's different about insuring a business in Elizabethtown
- The county seat. The Town calls Elizabethtown, long the Essex County seat, a regional hub for businesses, schools, practical amenities and healthcare. Offices that give advice need professional liability, and your lease sets the liability limits and additional insureds; see business owners policies and medical and dental offices.
- Telling the Code Enforcement Officer first. The Town says anything planned for property anywhere in Elizabethtown, New Russia included, needs notice to the Code Enforcement Officer, and its building permit application asks whether a project changes a building's primary use. Tell your carrier about a change of use too; see commercial property.
- Contractors on Town permits. The application asks for the workers' comp and disability policy numbers, and contractors provide a certificate of insurance naming the Town of Elizabethtown as certificate holder. See contractor insurance; work at height carries Scaffold Law exposure.
- Adirondack Park sites. The same application asks whether a site is in a flood plain, a designated wetland or under Adirondack Park Agency jurisdiction, and the owner agrees to hold the Town harmless for damages that come from granting the permit. Builder's risk and general liability should be settled before work starts.
- Events at Cobble Hill. The Town owns and runs Cobble Hill Golf Course and rents its pavilion and clubhouse from April through October; E'town Day, run by the Fire Department, ends there on the third Saturday in July. Caterers and food trucks need their own liability, and alcohol needs liquor liability.
- The Boquet River. The Town describes the Boquet River meandering through town. Commercial property excludes flood; flood insurance is a separate policy.

Common questions
Short answers to what people ask before they call.
Still have a question? Call (518) 902-8822 or book a call.
I'm a contractor working on a Town building permit. What insurance proof does Elizabethtown want?
The Town's building permit application asks for the workers' compensation and disability policy number, or an exemption number, and names the general, electrical and plumbing contractors. Contractors provide a certificate of insurance naming the Town of Elizabethtown as certificate holder. If no contractor is needed, the owner completes a notarized affidavit of exemption on the application. Once the policies are in force, I get you the certificates. Every roof and facade also carries Scaffold Law exposure; the contractor page goes through it.
I'm opening a business in an existing building. What does the Town ask first?
The Town says anything planned for property anywhere in Elizabethtown, New Russia included, needs notice to the Code Enforcement Officer, who guides you through the building permit. The application asks whether the project changes the building's primary use, whether the site is in a flood plain or a designated wetland, and whether it is under Adirondack Park Agency or local zoning jurisdiction, and the owner agrees to hold the Town harmless for damages that come from granting the permit. A change of use is also something to tell your carrier, since a property and liability policy is written for the use stated on it.
We're holding an event at Cobble Hill or another Town facility. What insurance do we need?
The Town rents the pavilion and clubhouse at Cobble Hill Golf Course, a municipal course it owns and operates, from April through October, along with the Trail Center and Noble Terrace. Its rental page lists no insurance terms, so ask the Town what certificate it wants before you book. A caterer or anyone serving alcohol needs liquor liability under the Dram Shop Act on its own policy, not just general liability, and a vendor at the event needs its own general liability. Once the policies are in force, I get you the certificates.
My business is near the Boquet River. If it floods, am I covered?
Not by a standard commercial property policy; flood is excluded. The Town describes the Boquet River meandering through town, and its building permit application asks whether a site is in a flood plain. Flood is a separate policy, through the National Flood Insurance Program or a private carrier, and business income cover pays after damage from a covered cause, so ask how each quote treats flood. FEMA's map service center shows the flood zone for any address.
Do you meet Elizabethtown owners in person?
No. My office is in Clifton Park, and I work with Elizabethtown businesses by phone, email and video. Once the policies are in force, I get you the certificates, and audits and claims come through me.
