Business insurance in Keene and Keene Valley
The Town of Keene, with the hamlets of Keene, Keene Valley and St. Huberts, calls itself the Home of the High Peaks, and its strategic plan says the area relies on tourism. Here's what a Keene business needs, and the Town and County rules that change it.
A Keene or Keene Valley small business needs workers' compensation from the first employee, seasonal staff included, DBL and Paid Family Leave once someone has worked 30 days in a calendar year, general liability for its landlord and clients, and commercial auto for work vehicles. The Town's strategic plan says the area relies on tourism, with hikers and climbers filling lodging, restaurants and short-term rentals, and every short-term rental in Essex County needs a County certificate. Keene lies wholly within the Adirondack Park, so building work can involve the Adirondack Park Agency as well as a Town permit. Commercial property excludes flood. My office is in Clifton Park, and I work with Keene businesses by phone, email and video.
What's different about insuring a business in Keene
- The High Peaks. The Town is home to more than half of New York's 4,000-foot peaks, Mount Marcy among them, and trailheads for many of them. Its strategic plan says the area relies on tourism, with hikers and climbers good for lodging, restaurants and other businesses, and that the population at least doubles in summer. Inns, shops and restaurants fit a business owners policy; see restaurant and bar insurance, retail shops and liquor liability.
- Guides, outfitters and shuttles. The Town's history traces the Adirondack guiding profession back two centuries, and its hiker page describes trailhead lots filling before 7 a.m. on busy days and back-country rescues. Anyone who guides trips needs general liability written for the activity, and driving clients to trailheads needs commercial auto, not a personal policy.
- Short-term rentals. The plan describes the growth of short-term rentals with the visitors, and Essex County requires each one to hold a County certificate and remit occupancy tax monthly. See landlord and short-term rental insurance; county filings are on the Essex County page.
- Inside the Adirondack Park. Keene lies wholly within the Park, and the Adirondack Park Agency governs certain land use decisions alongside the Town's building permits and Site Plan Review Law. Every permit needs proof of workers' comp and DBL coverage. See contractor insurance and commercial property; roof work carries Scaffold Law exposure.
- The East Branch of the Ausable. The river runs through the valley where the hamlets are, and the plan lists damaging flooding with severe storms among the Town's concerns. Commercial property excludes flood; flood insurance is a separate policy.
- Seasonal staff. The plan says businesses have trouble keeping staff. Summer hires need workers' comp from the first day, and DBL and Paid Family Leave after 30 days.

I rent a house or rooms to hikers and visitors. What do I need?
Essex County requires every short-term rental in the county to hold a valid certificate from the County Treasurer and to remit occupancy tax each month for the nights guests stay. On the insurance side, a homeowners policy is written for the people who live there, not for paying guests, so tell the carrier the property is rented and get a policy written for short-term rental, with liability for guests and cover for lost rental income after a fire or storm. If you run an inn or lodge with staff, a business owners policy, workers' compensation and, if you serve alcohol, liquor liability come into it too.
I'm building, expanding or renovating a business in Keene. What permits touch insurance?
The Town's strategic plan says Keene lies wholly within the Adirondack Park, where the Adirondack Park Agency governs certain land use decisions. The Town's Code Enforcement page carries the building permit application, the Town's Site Plan Review Law and Planning Board application, and an APA jurisdiction inquiry form, so a project can need more than one approval. New York requires the permit office to see proof of workers' compensation and disability and Paid Family Leave coverage before a permit is issued. After a loss, the same approvals apply to a rebuild, so I look at ordinance-or-law coverage and how long business income runs.
My business is near the East Branch of the Ausable. Am I covered if it floods?
Not by a standard commercial property policy; flood is excluded. The Town's strategic plan says the East Branch of the Ausable River flows through the valley that holds the Town's settled area, lists damaging flooding with severe storms among the Town's concerns, and notes that some housing is in the floodplain. Flood is a separate policy, through the National Flood Insurance Program or a private carrier, and business income pays only after damage from a covered cause, so ask how each quote treats flood. Send me the address and I'll look it up on FEMA's map.
I hire extra staff for the summer. What does New York require?
Workers' compensation from the first employee, part-time and seasonal workers included, and DBL and Paid Family Leave once someone has worked for you 30 days in a calendar year. The Town's plan says Keene's population at least doubles in summer and that businesses have trouble keeping staff, so payroll can change a lot between seasons; workers' comp is audited on actual payroll, and an accurate estimate up front avoids a large bill at audit.
Do you meet Keene owners in person?
No. I'm based in Clifton Park and meet people in person across six counties. Keene is outside them, so I work with Keene businesses by phone, email and video. Once the policies are in force, I get you the certificates, and audits and claims come through me.
