Business insurance in Kingston
Kingston has three business centers: Uptown's historic Stockade District, Midtown's arts and services, and the Rondout waterfront's restaurants and shops. Here's what a Kingston business usually needs, and the City rules that change it.
A Kingston small business needs workers' compensation from the first employee, DBL and Paid Family Leave once someone has worked 30 days in a calendar year, general liability for its landlord and clients, and commercial auto for work vehicles. Restaurants and bars Uptown and on the Rondout add liquor liability under the Dram Shop Act, and a sidewalk cafe license needs a certificate of insurance naming the City. Exterior work in the Stockade and other historic districts goes to the Historic Landmarks Preservation Commission first. Low parts of the Rondout waterfront flood, and commercial property policies exclude flood. My office is in Clifton Park, and I work with Kingston businesses by phone, email and video.
What's different about insuring a business in Kingston
- Uptown, Midtown and the Rondout. The City's comprehensive plan describes Uptown as historic sites and tourism, County government and specialty shops, Midtown as the arts, education and healthcare, and the Rondout as waterfront tourism, restaurants and shops. Your lease sets the liability limits and additional insureds, and your stock and improvements need their own property cover. See retail shop insurance and business owners policies.
- Restaurants, bars and sidewalk cafes. General liability plus liquor liability under the Dram Shop Act. Outdoor seating on a sidewalk or in the street needs a two-year City license, an indemnity agreement and a certificate of liability, property and workers' comp insurance naming the City, with proof again every January 1. See restaurant and bar insurance.
- The historic districts. Kingston has five: Stockade, Rondout-West Strand, Fair Street, Chestnut Street and Wilbur. Exterior work you can see from the street, signs and lighting included, is reviewed by the Historic Landmarks Preservation Commission before a building permit. Replacement cost and ordinance-or-law coverage make that rebuild possible; see commercial property insurance.
- Events, vendors and peddlers. Street and sidewalk events need a City permit with liability insurance naming the City, and each event vendor files its own insurance certificate and hold-harmless. Peddlers apply to the Chief of Police and file their liability policy with the City Clerk. See food truck insurance.
- The Rondout waterfront. The City's 2013 flooding report counts at least 12 hurricanes and tropical storms that flooded the waterfront in a century, and low areas along East Strand still flood when a high tide meets a few inches of rain. Commercial property excludes flood; flood insurance is a separate policy.
- Short-term rentals. A City permit comes before any listing, the number of full permits is capped and the cap has been reached, and the Building Safety Department inspects before licensing and every two years after. See landlord and short-term rental insurance.

How I quote a Kingston business
A short conversation about what you do and what your lease or City license requires; quotes from several carriers with what each leaves out, side by side; and once you choose and the policies are in force, I get you the certificates, usually the same day. My office is in Clifton Park, and I work with Kingston businesses by phone, email and video; certificates, audits and claims come from me afterward. The business gap check takes three minutes. County filings and permits are on the Ulster County business insurance page. Nearby: Catskill and Poughkeepsie.

Common questions
Short answers to what people ask before they call.
Still have a question? Call (518) 902-8822 or book a call.
I want outdoor seating on the sidewalk or in a parking space. What does the City want?
A sidewalk cafe and outdoor seating license from the Building and Safety Department, for a renewable two-year term; a new owner needs a new license. Before it is issued, you sign an agreement to indemnify and hold the City harmless and file a certificate showing public liability, property and workers' compensation insurance in the amounts the City sets, naming the City. Proof of insurance is due again by January 1 each year, or the City can revoke the license, and seating closes at 10 p.m. without a noise permit. Seating on private property, such as a yard, courtyard or private lot, doesn't need the license, but your policy should still cover it.
I'm a food or merchandise vendor at a Kingston event. What do I send?
The City's 2026 event rules ask each food or merchandise vendor for its own vendor application, a certificate of liability insurance listing the City of Kingston as additional insured and a signed hold-harmless agreement, unless you already hold an annual City vending license. You pick up a vendor permit from the Clerk's Office and display it during the event. Food vendors also need Ulster County Health Department approval. The organizer files a separate event application with liability insurance naming the City. Once your policy is in force, I get you the certificate; see the food truck page for the rest.
My shop is in the Stockade District. What should the property policy say?
Replacement cost rather than actual cash value, a limit based on what it costs to rebuild that building today, and ordinance-or-law coverage for code upgrades. In Kingston's historic districts, exterior work visible from the street, including windows, siding, signs, lighting and sidewalks, is reviewed by the Historic Landmarks Preservation Commission before a building permit is issued, so a rebuild goes through that review too. Business income cover should allow for the time it takes. If you rent, make sure the improvements you paid for are covered.
My business is on the Rondout. If it floods, am I covered?
Not by a standard commercial property policy; flood is excluded. The City's 2013 waterfront flooding report says the Rondout-Hudson waterfront has flooded from at least 12 hurricanes and tropical storms over the last 100 years, and that low areas along East Strand flood when high tides coincide with a few inches of rain. Flood is a separate policy, through the National Flood Insurance Program or a private carrier, and business income usually pays only after damage from a covered cause, so ask how each quote treats flood.
