Business insurance in Woodstock

Woodstock is a town of nine hamlets in north-central Ulster County, with the hamlet of Woodstock as its center of local services and a history tied to the arts since the Hudson River School painters. Here's what a Woodstock business needs, and the Town rules that change it.

In short

A Woodstock small business needs workers' compensation from the first employee, DBL and Paid Family Leave once someone has worked 30 days in a calendar year, general liability for its landlord and clients, and commercial auto for work vehicles. Uses the State Fire Code lists need an annual operating permit and safety inspection from the Town Building Department. Short-term rentals need an annual Town permit, a yearly fire and safety inspection and County registration. Events need Town approval, proof of insurance and a certificate naming the Town as additional insured. Part of the hamlet center floods, and commercial property policies exclude flood. My office is in Clifton Park, and I work with Woodstock businesses by phone, email and video.

What's different about insuring a business in Woodstock

  • Galleries, shops and the hamlet center. The county's hazard plan traces Woodstock's ties to the arts from the Hudson River School painters to the Woodstock Artists Association and the Maverick Art Colony, and names the hamlet of Woodstock as the town's center of local services. Your lease sets the liability limits and additional insureds; stock, artwork and improvements need their own property cover, and inland marine covers work and equipment that travel. See retail shop insurance and business owners policies.
  • Fire Code operating permits. Uses the State Fire Code lists need an annual operating and safety inspection permit from the Town Building Department, and the application asks what kind of occupancy you are, retail or restaurant among them. Restaurants and bars add liquor liability under the Dram Shop Act; see restaurant and bar insurance.
  • Short-term rentals. The Town's 2019 law was written to support the tourism economy and sets an annual permit, a yearly fire and safety inspection, County registration and a registration number in every listing. A whole house rented while the owner is away is limited to 180 days and 26 weekends a year, one per owner, with a Host within 10 miles. See landlord and short-term rental insurance.
  • Events and filming. The Town wants three months' notice to the Supervisor, a meeting with its Insurance and Safety Committee and proof of insurance for every event, and its mass gathering application asks for a certificate naming the Town as additional insured and a hold-harmless promise. Food vendors at an event need their own cover; see food truck and event vendor insurance.
  • Contractors. Additions, decks, plumbing, electrical work, pools, sheds and stoves need Town building permits, the Building Department posts the CE-200 workers' comp form, and solar permits go in with the applicable insurance certificates. See contractor insurance; work at height carries Scaffold Law exposure.
  • Flooding in the hamlet. The hazard plan describes a block bounded by Route 212, Library Lane, North Street and Orchard Lane where small streams cause severe water damage to homes and businesses in a flood, and Route 212 flooding in Irene and Lee that cut off the Central Business District. Commercial property excludes flood; flood insurance is a separate policy, and the Building Department has its own floodplain permit application.

Questions

Common questions

Short answers to what people ask before they call.

Still have a question? Call (518) 902-8822 or book a call.

Does my shop or restaurant need a permit from the Town to operate?

If your use is one the New York State Fire Code lists, yes: the Town Building Department issues an annual operating and safety inspection permit under Town Code section 32-8, and its application asks for the type of occupancy, such as retail or restaurant, and the business name and address. Building work, signs and stoves need their own permits. Have your general liability and property policies in force before you open; once they are, I get you the certificates your landlord asks for, and liquor liability if you serve alcohol.

I want to rent my whole house to visitors while I'm away. What does the Town allow?

A short-term rental needs an annual operating permit from the Building Department, with a safety and egress plan, a parking plan, a garbage plan, a copy of your Ulster County Certificate of Authority and a yearly fire and safety inspection. Under the Town's 2019 short-term rental law, a non-owner-occupied rental can be rented no more than 180 days a year, including no more than 26 weekends; an owner can register only one; a Host who lives within 10 miles has to be named; and the owner and Host deal with renter issues within 24 hours. The registration number goes in every listing. A homeowners policy can limit or exclude paying guests, so the rental needs a policy written for it.

We're holding an event or filming in Woodstock. What insurance does the Town want?

The Town asks organizers to contact the Supervisor's office at least three months ahead and to meet its Insurance and Safety Committee before the event, and it says insurance and proof of insurance are required for all events. The Mass Gathering Permit Application, filed with the Town Clerk at least 10 business days before, asks for liability insurance at the limits it sets with a certificate naming the Town of Woodstock as additional insured, Board of Health approval if there is food or restrooms, a performance bond if required and a promise to hold the Town harmless. Filming or an event on private property also needs the owner's permission. Once your policy is in force, I get you the certificate.

My business is in the hamlet center. If it floods, am I covered?

Not by a standard commercial property policy; flood is excluded. The county's 2024 hazard plan says a flat block of the hamlet bounded by Route 212, Library Lane, North Street and Orchard Lane has a stream running underground, and that in a flood the small streams there cause homes and businesses severe water damage. It also says Route 212 flooding in Hurricane Irene and Tropical Storm Lee closed roads into Woodstock's Central Business District; a stormwater project there has since been completed. Flood is a separate policy, through the National Flood Insurance Program or a private carrier, and business income pays only after damage from a covered cause, so ask how each quote treats flood.

Do you meet Woodstock owners in person?

No. My office is in Clifton Park, and I work with Woodstock businesses by phone, email and video. Once the policies are in force, I get you the certificates, and audits and claims come through me.
