Business insurance in Lake Luzerne
Lake Luzerne has taken in visitors since after the Civil War: inns and motels, cabins and campgrounds, stables along Route 9N, a music camp and a rodeo, all on the Hudson where the Sacandaga joins it, with four lakes and two public beaches. Here's what a Lake Luzerne business carries and what the town asks for.
A Lake Luzerne business needs workers' compensation from the first employee, seasonal staff included, DBL and Paid Family Leave once someone has worked 30 days in a calendar year, general liability for its landlord and clients, and commercial auto for work vehicles. The town adds rules of its own: a house rented for under 30 days needs a town permit, renewed every year, backed by a Warren County inspection, a septic inspection and a contact who responds within half an hour, and a new building or sign starts with a town Land Use Permit before the county building permit. My office is in Clifton Park; I meet owners at their business, at the office or by phone or video.
What's different about insuring a business in Lake Luzerne
- Short-term rentals. A rental of less than 30 days needs a town permit before the first guest, renewed every year, backed by a Warren County inspection that sets the occupancy, a septic inspection, proof of county registration and a contact who responds within half an hour. The law also asks for a guest registry and pool rules, and allows no campers, RVs or tents for housing guests; the permit doesn't pass to a buyer. A homeowners policy often limits or excludes paying guests. See landlord and short-term rental insurance.
- Inns, motels, cabins and campgrounds. The town lists inns, motels, cottage and cabin rentals and campgrounds, and its rental law leaves out hotels, motels, inns, campgrounds and B&Bs, so those are insured as businesses: building, contents, lost income and guest liability, plus liquor liability if you serve. See business owners policy and restaurants.
- Stables, ranches and the rodeo. The town describes the Dude Ranch Trail, the Rodeo and stables along Route 9N that offer horseback riding. Riding, lessons and boarding are often excluded or limited on a standard policy, so they have to be named and written on a policy built for them. See general liability and workers' compensation for barn and summer staff.
- On the river and the lakes. The Hudson runs through a gorge at Rockwell Falls, the Sacandaga joins it, and the town lists tubing and outfitters, a chain of four lakes and two public beaches. Boats rented to others are excluded from general liability, so a rental or tubing business needs that work written into its policy, and rental gear belongs on inland marine. The town's zoning office runs a Flood Hazard Overlay District and has posted FEMA's proposed new floodplain maps; commercial property excludes flood, so check your address on FEMA's map and see flood insurance.
- Building, signs and contractors. The town's Land Use Permit covers new buildings, additions and signs, and after the Zoning Compliance Certificate comes, in most cases, a building permit from the county's code department. The Scaffold Law applies to work at height. See contractor insurance and commercial property.
- Shops, services and summer events. The town's list of goods and services runs from groceries, hardware and a pharmacy to a salon, a laundromat, heating oil and landscaping, and it hosts summer concerts, craft shows and a weekly food truck and music series. See retail, salons, landscapers and food trucks and vendors.
What Lake Luzerne businesses carry
Required by New York
Workers' compensation from the first employee, summer and seasonal staff included, and DBL and Paid Family Leave once someone has worked for you 30 days in a calendar year. Business vehicles, including fuel and delivery trucks, need commercial auto; employees running errands in their own cars need hired and non-owned auto as well.
Required by your landlord, clients and the town
General liability naming the landlord, client or event host as additional insured, and the certificates a permit office asks for. For a shop, inn or small restaurant, a business owners policy packages liability with property and lost income.
Worth adding
Liquor liability for any restaurant, bar or inn that serves, because general liability excludes Dram Shop claims; cyber for card payments and online bookings; employment practices liability once you have staff; flood insurance if FEMA's map puts your address in a flood zone; and a commercial umbrella when a lease or contract asks for higher limits.
By industry
- Restaurants and inns, liquor liability, food trucks and vendors
- Shops and boutiques, salons, convenience stores and gas stations
- Contractors and trades, handymen, landscaping and snow plowing, cleaning and rental turnover
- Fuel delivery, trucking and hauling, rental gear and equipment, commercial auto
How I quote a Lake Luzerne business
A short conversation about what you do, when you're open, with how many people, horses, boats and vehicles, and what your lease, contracts and town permits require; quotes from several carriers with what each leaves out, side by side; and once you choose and the policies are in force, I get you the certificates for your landlord, your clients or the permit office. Afterward, one number for certificates, audits and claims. The business gap check takes three minutes. Common questions
Short answers to what people ask before they call.

What does Lake Luzerne require before I rent my house by the night or week?
Under the town's short-term rental law, Local Law No. 2 of 2024, a dwelling rented for less than 30 consecutive days needs a town permit before the first guest, renewed every year. The application goes to the Zoning Enforcement Officer with the deed, a Warren County Fire Prevention and Building Codes inspection that sets the maximum overnight occupancy, a septic inspection by a DEC-licensed septage hauler, proof of registration with Warren County, a site plan with parking and your house rules. The permit names a local contact who must respond in less than half an hour, quiet hours run 11 p.m. to 8 a.m., a guest registry is kept, and the permit doesn't pass to a buyer. A homeowners policy often limits or excludes paying guests, so the rental needs a policy written for it.
I run a motel, inn, campground or bed and breakfast. Does the short-term rental law apply?
No. The town's law leaves out hotels, motels, inns, campgrounds and bed and breakfasts. That doesn't make a homeowners policy enough: guests on the property, boats or gear you lend, meals and alcohol you serve are business exposures. A business owners or hospitality policy covers the building, contents, lost income and guest liability, with liquor liability if you serve and workers' comp for any staff, summer help included.
I offer horseback riding or trail rides. Is that covered by general liability?
Not on most standard policies. The town describes stables along Route 9N that offer horseback riding and a rodeo with a long history. Riding, lessons and boarding are often excluded or limited on a standard general liability or business owners policy, so the activity has to be named on the application and written on a policy built for it, with care, custody and control cover for horses you board. Anyone working for you needs workers' comp.
I'm building, adding on or putting up a sign in Lake Luzerne. Where do I start?
With the town's Zoning Office. Its Land Use Permit covers building, additions and displaying a sign, and the project gets a Zoning Compliance Certificate; after that, in most cases, you get a building permit from Warren County's Fire Prevention and Building Code department. Your landlord will want general liability naming them as additional insured, and a contractor working on your building should carry workers' comp and liability of their own. Once the policies are in force, I get you the certificates.
