Business insurance in Beacon
The City of Beacon describes itself as a river community centered on tourism, the arts and the Hudson, with a historic Main Street of galleries, shops, cultural venues and restaurants. Here's what a Beacon business needs, and the City rules that change it.
A Beacon small business needs workers' compensation from the first employee, DBL and Paid Family Leave once someone has worked 30 days in a calendar year, general liability for its landlord and clients, and commercial auto for work vehicles. In the City of Beacon, a sidewalk cafe permit needs a liability certificate naming the City, its officers, agents and employees; a special event needs general liability naming the City as additional insured; a building permit needs proof of workers' comp and disability; and peddlers and food vendors show proof of insurance. My office is in Clifton Park, and I work with Beacon businesses by phone, email and video.
What's different about insuring a business in Beacon
- Main Street, galleries and visitors. The City describes Main Street as the heart of Beacon, lined with art galleries, shops, cultural venues and restaurants, in a city centered on tourism and the arts. Your lease sets the liability limits and additional insureds; galleries and shops holding consigned or borrowed work need their property cover to say so. The City keeps a vacant building registration, and an empty building can lose property cover, so tell your carrier. See retail shop insurance, business owners policies and commercial property.
- Restaurants and sidewalk cafes. General liability plus liquor liability under the Dram Shop Act. A City sidewalk cafe permit runs for the calendar year and needs a certificate naming the City, its officers, agents and employees, and a hold harmless agreement. The Building Department inspects assembly and commercial occupancies for fire safety. See restaurant and bar insurance.
- Contractors and licensed trades. A City building permit needs a certificate showing workers' comp and disability for all employees, or a CE-200, and electrical and plumbing work must be done by electricians and plumbers licensed to work in Beacon. Street and sidewalk openings need a surety bond, insurance under the City Code and an indemnity. See contractor insurance; work at height carries Scaffold Law exposure.
- Street fairs and festivals. A special event on a street, in a park or in another public place needs a City permit, with general liability naming the City and its agents as additional insureds for the whole event, and the City asks for the application at least 60 days ahead.
- Food carts and vendors. A City peddling permit needs proof of insurance, workers' comp for any employees and, for food that isn't pre-packaged, a County health certificate, and keeps vendors 1,000 feet from a similar fixed business. See food truck insurance.
- Short-term rentals. A two-year City permit, only at the owner's or tenant's primary residence, and a 24-hour agent who can respond within two hours when the whole unit is rented. A homeowners policy can limit or exclude paying guests. See landlord and short-term rental insurance.
- The riverfront and Fishkill Creek. The City's waterfront program puts the Hudson's 100-year flood boundary mostly west of the railroad tracks, taking in Riverfront Park, Long Dock and part of Denning's Point, and Fishkill Creek has a mapped floodway. The City has its own floodplain development permit. Commercial property excludes flood; flood insurance is a separate policy.
What Beacon businesses carry
Required by New York
Workers' compensation from the first employee, part-time and seasonal staff included, and DBL and Paid Family Leave once someone has worked for you 30 days in a calendar year. Business vehicles need commercial auto.
Required by your landlord, clients and the City

Worth adding
Cyber for card payments and online orders, professional liability for firms paid for advice or design, employment practices liability once you have staff, a commercial umbrella above general liability, auto and liquor liability, and flood insurance if FEMA's map puts your address in a flood zone.

Short answers to what people ask before they call.

I want tables on the sidewalk outside my restaurant. What insurance does the City want?
Beacon's sidewalk cafe permit, once approved, runs from January 1 to December 31. The application asks for a certificate of general liability insurance naming you and the City of Beacon, its officers, agents and employees, at the limits printed on the form, kept in force for the whole permit, plus a signed hold harmless and indemnification agreement and a to-scale diagram of the cafe. If you serve alcohol at the tables, you attach the liquor authority's approval. Once your policy is in force, I get you the certificate; check that liquor liability covers the cafe area too.
I'm a contractor pulling a building permit in Beacon. What proof of insurance do they want?
The City's building permit application asks for a certificate of insurance showing that workers' compensation and disability benefits are secured for all employees, or the Workers' Compensation Board's CE-200 if you aren't required to carry them. Electrical work has to be done by an electrician licensed to work in the City of Beacon and plumbing by a City-licensed plumber; the Building Department tests both. Opening a street or sidewalk is a separate Highway Department permit, with a continuing surety bond, evidence of insurance under the City Code and an agreement to indemnify the City. Clients will also ask for general liability naming them, and the Scaffold Law applies to any work at height.
We're planning a street fair or festival in Beacon. What insurance is needed?
A special event permit, under Section 211-13.2 of the City Code, for any event that closes or uses a street, park or other public place with public entry, vending, entertainment or a race. Before the permit is issued, the sponsor provides proof of general liability covering property damage and bodily injury, naming the City of Beacon and its agents as additional insureds, in force for the whole event, and signs a release and indemnification. The City asks for the application at least 60 days ahead. If alcohol is served, you attach the permits and insurance for it.
I want to sell food from a cart or truck on Beacon's streets. What do I need?
A peddling and soliciting permit from the City Clerk, under Chapter 163 of the City Code, by the quarter or the calendar year. The application asks for proof of insurance, proof of workers' compensation for any employees, a Dutchess County health certificate if you sell food that isn't pre-packaged, a sales tax certificate of authority and a background screening. Permit holders can't vend within 1,000 feet of a similar fixed business or 200 feet of a school, or leave a cart or vehicle overnight. The truck itself needs commercial auto; the food truck page goes through the rest.
