Business insurance in Rhinebeck
Rhinebeck is two governments for a business: the Village, which calls itself the hub of commerce within the Town and has a downtown packed with shops and restaurants, and the Town around it, which includes Rhinecliff. Here's what a Rhinebeck business needs, and the Village and Town rules that change it.
A Rhinebeck small business needs workers' compensation from the first employee, DBL and Paid Family Leave once someone has worked 30 days in a calendar year, general liability for its landlord and clients, and commercial auto for work vehicles. In the Village, sidewalk dining needs a copy of your general liability policy and a hold harmless agreement, and events and peddlers name the Village as additional insured. In the Town, a short-term rental permit needs a liability certificate naming the Town, events file insurance certificates with the Town Board, and building permits need New York workers' comp proof. My office is in Clifton Park, and I work with Rhinebeck businesses by phone, email and video.
What's different about insuring a business in Rhinebeck
- Downtown shops and restaurants. The Village calls itself the hub of commerce within the Town, with a downtown packed with shops and restaurants that draws visitors, and a sign in the downtown business district needs Village approval first. Your lease sets the liability limits and additional insureds. See retail shop insurance and business owners policies.
- The historic district. The Village Historic District was expanded in January 2021 and is on the State and National Registers, and new construction or major exterior changes there go before the Village Planning Board. Replacement cost and ordinance-or-law coverage are what make a rebuild of an old building possible. See commercial property.
- Sidewalk dining in the Village. The Village's sidewalk dining permit asks for a copy of your general liability policy and a hold harmless agreement, and a certificate naming the Village, its officers and employees when the building owner is a separate party. Outdoor alcohol follows State Liquor Authority rules; add liquor liability under the Dram Shop Act. See restaurant and bar insurance.
- Events, the fairgrounds and festivals. The Dutchess County Fairgrounds host the Dutchess County Fair and the Sheep and Wool Festival. An event in the Village names the Village as additional insured, with the application in at least 180 days ahead; an event in the Town files insurance and bond certificates with the Town Board at least 15 days before. If you sell at these events, your own general liability is what protects your business, and a food truck needs commercial auto; see food truck insurance.
- Peddlers and farm stands. The Village licenses anyone selling from foot or vehicle and wants to be named additional insured; the Town licenses peddlers outside the Village, needs a County Health permit for food and exempts farmers selling their own produce.
- Short-term rentals in the Town. A two-year Town permit at an owner-occupied primary residence, with property insurance and a liability certificate that rates the premises as a short-term rental and names the Town as additional insured. Rhinecliff's hamlet and business districts add a yearly Planning Board special use permit. See landlord and short-term rental insurance.
- Contractors in the Town. The Town Building Department's insurance guidelines ask for workers' comp and disability proof on the Workers' Compensation Board's forms, or a CE-200, with the Town of Rhinebeck as certificate holder. See contractor insurance; work at height carries Scaffold Law exposure.

I want sidewalk tables outside my restaurant in the Village. What insurance does the Village want?
The Village's sidewalk dining application, the 2024 version it links today, asks for a copy of the business's general liability insurance and a signed hold harmless agreement, and the season ends November 1. If the property owner is a different party from the restaurant, the owner and tenant sign an agreement to save the Village harmless, with a certificate showing both as insureds and naming the Village, its officers and employees as additional insureds, at the limit set in the application. Serving alcohol outside means following State Liquor Authority rules, with barriers set along the facade, and no cooking is allowed on the sidewalk. Once your policy is in force, I get you the certificate; check that liquor liability covers the outdoor area.
We're planning an event in Rhinebeck. Is it the Village or the Town, and what insurance do they want?
It depends on where the event is. The Village asks for its event application at least 180 days ahead and requires that the Village be named an additional insured on a liability policy for every event held in the Village. The Town's event application asks for a description of all insurance policies and surety bonds protecting the public, the Town and its officers and employees, with the certificates filed with the Town Board at least 15 days before the event, a County Health certificate for sanitation and an agreement to indemnify the Town. If food or alcohol is served, add cover for it; the liquor liability page explains the Dram Shop Act.
I rent rooms or a cottage to guests in the Town of Rhinebeck. What does the Town ask for?
A short-term rental permit from the Town's Code Enforcement Officer under Chapter 125, Article 5 of the Town Code, valid for two years. The property has to be your primary residence and owner occupied while it is rented, you name a local contact who answers the Town within 24 hours, and the Code Enforcement Office and Fire Inspector can inspect. The application asks for evidence of property insurance and a certificate of liability insurance showing the premises rated as a short-term rental and naming the Town as additional insured, kept in force for the whole permit. In Rhinecliff's hamlet and business districts you also need a special use permit from the Planning Board, renewed each year.
I want to sell from a truck or a stand. Do I need a permit?
In the Village, anyone selling goods on foot, from a vehicle or any other conveyance needs a license from the Village Clerk, and the application requires that the Village be named an additional insured on a liability policy at the limits on its sample certificate. Outside the Village, the Town Code's peddling chapter calls for a license from the Town Clerk, approved by the Town Board, with a Dutchess County Health Department permit for any food; farmers selling their own produce are exempt. A truck needs commercial auto as well; the food truck page goes through the rest.
