Business insurance in Delmar and Bethlehem
The Town of Bethlehem's commerce sits in its hamlets: shops and offices along Delaware Avenue through Delmar's Four Corners and on New Scotland Road in Slingerlands, retail on Route 9W in Glenmont, and rail-served industry around the Selkirk Yards in the south of the town. Here's what a Bethlehem business usually needs and what the town asks for.
A business in Delmar, Glenmont, Slingerlands or Selkirk needs workers' compensation from the first employee, DBL and Paid Family Leave once someone has worked 30 days in a calendar year, general liability for its landlord and clients, and commercial auto for work vehicles. The Town of Bethlehem adds its own paperwork: no building permit is released until a liability, workers' comp and disability certificate naming the town's Building Department is on file, door-to-door sellers need a town peddler permit, and every tobacco or vapor retailer needs a yearly town license. My office is in Clifton Park; I meet owners at their business, at the office or by phone or video.
What's different about insuring a business in Delmar and Bethlehem
- Shops and offices in the hamlets. The town's 2022 plan describes commercial hamlets along Delaware Avenue and New Scotland Road, and says residents especially value the Four Corners in Delmar. Leased storefronts and offices mean the lease sets your limits and additional insureds, and your improvements need their own property cover. See retail shop insurance, restaurants and professional liability for the offices.
- Contractors and Bethlehem building permits. No permit is released until a certificate for liability, New York comp and New York disability, naming the town's Building Department, is on file, and an ACORD form doesn't count as proof of comp or disability. General contractors hiring subs must carry comp, and the Scaffold Law applies to work at height. See contractor insurance and DBL and Paid Family Leave.
- The Selkirk Yards and the industrial districts. The plan notes CSX's long-term commitment to the Selkirk Yards, says many of the town's largest employers sit in the industrial districts around them, and expects warehousing and transloading to grow. The town's emergency plan rates hazardous materials, fixed and in transit, as its highest hazards. Haulers and suppliers there need trucking, inland marine and pollution cover where they handle fuel or chemicals.
- Peddlers, alarms and tobacco. Door-to-door sellers need a town peddler permit, per person and per vehicle; every owner of an emergency alarm needs a town alarm permit; and every tobacco or vapor retailer needs a yearly town license for each store. See convenience stores and commercial auto.
- Creeks and the Hudson. Building in a FEMA-mapped floodplain needs a town floodplain development permit, ground disturbance near the Normans Kill, Vloman Kill, Onesquethaw, Phillipin Kill and Dowers Kill needs a grading permit, and the plan expects sea-level rise to affect the Hudson shoreline floodplain. Commercial property excludes flood. See commercial property.
What Bethlehem businesses carry
Required by New York
Workers' compensation from the first employee, and DBL and Paid Family Leave once someone has worked for you 30 days in a calendar year. Business vehicles need commercial auto; employees running errands in their own cars need hired and non-owned auto as well.
Required by your landlord, clients and the town
General liability naming the landlord or client as additional insured, and the certificates the Building Division asks for when you or your contractor pull a permit. For a shop, office or small restaurant, a business owners policy packages liability with property and lost income.
Worth adding
Liquor liability for any restaurant or bar that serves, because general liability excludes Dram Shop claims; cyber for card payments and client data; employment practices liability once you have staff; an equipment floater for tools that ride in a truck; and a commercial umbrella when a lease or contract asks for higher limits.
By industry
- Restaurants and bars, liquor liability, food trucks
- Retail shops, salons and barbershops, convenience stores and gas stations
- Contractors and trades, handymen, landscaping and snow plowing, cleaning and janitorial
- Medical and dental offices, daycare
- Trucking and delivery, auto repair shops
How I quote a Bethlehem business
A short conversation about what you do, where, with how many people and vehicles, and what your lease, contracts and town permits require; quotes from several carriers with what each leaves out, side by side; and once you choose and the policies are in force, certificates to your landlord, clients or the Town of Bethlehem, usually the same day. Afterward, one number for certificates, audits and claims. The business gap check takes three minutes. Albany County filings and county road permits are on the Albany County business insurance page.

Common questions

What certificates does the Town of Bethlehem want before it releases a building permit?
A certificate showing contractor's liability, New York workers' compensation and New York disability benefits coverage, with the Town of Bethlehem Building Department as certificate holder, on file before any permit is released. The town says an ACORD form is not acceptable proof of comp or disability, so those come on the state forms from the carriers that write them. A general contractor hiring subcontractors must carry comp; a contractor with no employees and no subs files a CE-200 instead, and out-of-state companies need New York coverage. Once the policies are in force, I send the liability certificate and get the comp and disability forms from the carriers, usually the same day.
I sell door to door in Delmar or Glenmont. What does the town need?
A peddler permit from the Town Clerk. The town says soliciting door to door without one is unlawful. Permits are issued per person, with a separate charge for each vehicle, the signature on the application must be notarized, and a permit runs to December 31 of the year it's issued. If the vehicle is used for the business, check that it's insured for that use; a personal auto policy may not be.
My shop sells tobacco or vape products. What does Bethlehem require?
A Town Tobacco Retail License, renewed every year since the rule took effect in January 2021. Each store files its own application with the Department of Economic Development and Planning by November 1 for the next year, and the town restricts vapor sales near schools. The license doesn't insure anything; the store still needs general liability with products coverage, property for stock and a business owners policy if the lease asks for one.
My building is near the Normans Kill or the Hudson. Is flood covered?
Not by a standard commercial property policy; flood is excluded. The town requires a floodplain development permit to build in FEMA-mapped floodplains, and its 2022 plan expects sea-level rise to affect the Hudson shoreline floodplain. Look up the address on FEMA's flood map and, if it's in or near a mapped zone, price a separate flood policy for the building or your improvements and contents.
