Business insurance in Stillwater
Stillwater, town and village, runs along the Hudson, with Saratoga National Historical Park inside the town and a business park planned along Route 67. The town inspects every business for fire safety each year, and the village has its own permits for food trucks, vendors and new uses of a building. Here's what a Stillwater business carries and what the town and village ask for.
A business in the Town or Village of Stillwater needs workers' compensation from the first employee, DBL and Paid Family Leave once someone has worked 30 days in a calendar year, general liability for its landlord and clients, and commercial auto for work vehicles. Locally, the town inspects every business for fire safety each year and wants liability and workers' comp paperwork with each building permit. The village's food truck permit asks for a general liability certificate naming the village, Mechanicville and Schuylerville as additional insured, and a change of occupancy in the village goes to the Village Board. My office is in Clifton Park; I meet owners at their business or at home, or by phone or video.
What's different about insuring a business in Stillwater
- A fire inspection every year. Since January 1, 2021 the Town of Stillwater has inspected every business, multifamily building and place of assembly for fire safety each year, and it publishes a list of common hazards to check first. The inspection deals with the hazards; insuring the building, contents and lost income is still up to you. See commercial property and business owners policy.
- Insurance paperwork with every town permit. Town permit applications need liability and/or workers' comp forms, a surveyed plot plan and plans, and the town's commercial application says proof of general liability and workers' compensation comes before the permit. A parcel in a mapped FEMA floodplain also needs a town floodplain permit and an elevation certificate. New York bars a permit for hazardous work without proof of workers' comp, and the Scaffold Law applies to work at height. See contractor insurance and workers' compensation.
- The business park on Route 67. The town has set aside nearly 1,400 acres along Route 67, near I-87 by way of the Round Lake Road bypass and close to the Luther Forest Technology Campus, for technology, light manufacturing and warehousing. Tenants there need property and products liability written for the work, workers' comp, and cover for goods in transit. See general liability, inland marine and trucking.
- Food trucks and vendors in the village. The village's food truck permit, shared with Mechanicville and Schuylerville, needs an inspection, the county health permit, vehicle insurance, workers' comp and disability proof, and a general liability certificate naming all three municipalities as additional insured. Peddlers and solicitors need a village license under Local Law No. 1 of 1979. See food trucks and commercial auto.
- New uses of village buildings. A commercial change of occupancy in the village means a preliminary inspection, Village Board approval, a final inspection and a new certificate of occupancy. Tell me what the space will be used for before you sign, so the policy matches it. See retail shop insurance and restaurants.
- The river and the battlefield. The town has about nine miles of Hudson River frontage and the village about two and a half, and Saratoga National Historical Park, the site of the Battles of Saratoga, is in the town. Commercial property policies exclude flood, so check FEMA's map for any address near the river. See flood insurance.
What Stillwater businesses carry
Required by New York
Workers' compensation from the first employee, and DBL and Paid Family Leave once someone has worked for you 30 days in a calendar year. Business vehicles need commercial auto; employees running errands in their own cars need hired and non-owned auto as well.
Required by your landlord, clients, the town and the village
General liability naming the landlord or client as additional insured, the liability and workers' comp paperwork the town asks for with a permit, and the additional insured certificate the village asks for with a food truck permit. For a shop, office or small restaurant, a business owners policy packages liability with property and lost income.
Worth adding
Liquor liability for any restaurant or bar that serves, because general liability excludes Dram Shop claims; a separate flood policy if FEMA's map puts your address in a flood zone; cyber for card payments and client data; employment practices liability once you have staff; and a commercial umbrella when a lease or contract asks for higher limits.
By industry
- Restaurants and bars, liquor liability, food trucks
- Retail shops, salons and barbershops, convenience stores and gas stations
- Contractors and trades, handymen, landscaping and snow plowing, cleaning and janitorial
- Trucking and warehousing, auto repair shops
- Medical and dental offices, daycare
How I quote a Stillwater business
A short conversation about what you do, where, with how many people and vehicles, and what your lease, contracts and permits require; then quotes from several carriers with what each leaves out, side by side. Once the policies are in force, I get you the certificates for your landlord, your clients, the Town of Stillwater or the Village of Stillwater. Afterward, one number for certificates, audits and claims. The business gap check takes three minutes. Saratoga County filings and county road permits are on the Saratoga County business insurance page; nearby, see Mechanicville, Malta and Schuylerville. Medicare questions for the town and village are on the Mechanicville and Stillwater Medicare page.

Common questions
Short answers to what people ask before they call.
Still have a question? Call (518) 902-8822 or book a call.
Does the Town of Stillwater inspect my business?
Yes. Since January 1, 2021 the town has carried out a fire safety inspection of every business, multifamily building and place of assembly each year, and its code enforcement page says annual fire inspections are mandated by New York State and the town. The town publishes a list of common hazards so owners can check their buildings first. Fixing what an inspection turns up protects the building; your commercial property policy and business income cover are what pay if a fire happens anyway.
What insurance paperwork does a Town of Stillwater building permit need?
The town's code enforcement page says each permit application must include liability and/or workers' comp forms, along with a plot plan by a licensed surveyor, plans and the sewer or septic application. The commercial construction application adds that proof of general liability and workers' compensation is needed before a building permit is issued, and a parcel in a mapped FEMA floodplain also needs a town floodplain permit and an elevation certificate. Once the policies are in force, I get you the certificates and the state forms from the carriers.
I want to run a food truck in the Village of Stillwater. What does the permit ask for?
The village's Bureau of Fire Services issues a mobile food preparation vehicle permit that also covers the City of Mechanicville and the Village of Schuylerville, after an inspection of the truck. The application asks for your Saratoga County health department permit, a copy of the vehicle insurance, proof of workers' compensation and disability coverage (the form notes an ACORD certificate is not accepted for that), a fuel gas leak test affidavit, and a general liability certificate naming the three municipalities as additional insured. On public property you set up only in the listed parking spaces on Park Avenue, Hudson Avenue and School Street.
I'm opening a business in an existing building in the village. What is a change of occupancy?
It is the village's process for a new use of a commercial space. Its checklist runs: apply for the change of occupancy, call the code enforcer for a preliminary inspection, add a building permit if the code enforcer says you need one, go before the Village Board for approval, make any required changes, then pass a final inspection and receive a new certificate of occupancy. For insurance, the lease decides your liability limits and additional insureds, and your improvements, equipment and stock need their own property cover.
