Medicare in Albany County
Albany County has the region's two largest health systems, the VA medical center, and thousands of state retirees with coverage that interacts with Medicare in specific ways. That combination makes plan choice here less about premium and more about which doors a plan opens.
Where Albany County residents get care
- Albany Medical Center — the region's academic medical center and Level 1 trauma center, with a large physician group across Albany, Colonie and beyond.
- St. Peter's Health Partners — St. Peter's Hospital in Albany plus Samaritan in Troy and a wide primary-care network, part of Trinity Health.
- Stratton VA Medical Center — for veterans, with its own rules on how coverage coordinates with Medicare.
Because the two big systems contract with carriers independently, the single most common Medicare Advantage problem I see in Albany County is a plan that covers your primary care but not the specialist across town. The fix is checking the directory before enrolling, not after.
What's particular about this county
- State retirees. Albany County is full of NYSHIP retirees. NYSHIP coordinates with Medicare and reimburses Part B; enrolling in an outside Medicare Advantage or Part D plan can conflict with it. Check before you sign anything — including the "free" plans advertised every October.
- Carrier headquarters. CDPHP is headquartered in Albany, which is one reason the local Advantage market is competitive. Local doesn't automatically mean best; it does mean strong provider relationships.
- Income and IRMAA. Higher-income retirees — common among state and university pensioners — often pay a Part B and Part D surcharge based on income from two years earlier. It's appealable when income drops at retirement. IRMAA explained.

Albany County Department for Aging
Runs HIICAP counselling and benefit screening for the Medicare Savings Program, Extra Help and EPIC. New York's MSP has no asset test and raised its income limits in 2023 — many Albany County residents who were once told "no" now qualify. Statewide HIICAP line: 1-800-701-0501.

Short answers to what people ask before they call.
I'm a New York State retiree with NYSHIP. Do I need a Medicare Advantage plan?
Be careful. NYSHIP requires Medicare Parts A and B once you're eligible and then coordinates with them, generally reimbursing the Part B premium. The Empire Plan and the NYSHIP HMOs work differently — an HMO may enroll its Medicare-primary members in its own Medicare Advantage product — so joining an outside Advantage or Part D plan can disrupt your coverage. Check with your benefits administrator before enrolling in anything, and before any deadline.
Does Medicare Advantage cover Albany Medical Center?
Some plans do, some don't, and it changes annually. Albany Med and St. Peter's Health Partners contract separately with carriers, so a plan can include one and not the other. I check your actual doctors against each plan's directory before we compare anything else.
I get care at the Albany VA. Do I still need Medicare?
VA coverage and Medicare are separate; the VA doesn't count as creditable coverage for delaying Part B without penalty. Most veterans enroll in Parts A and B at 65 so they can use non-VA providers, and VA prescription coverage does count as creditable for Part D. It's a specific conversation worth having.
Where is free Medicare counselling in Albany County?
The Albany County Department for Aging runs HIICAP, New York's free counselling program. They cover every plan; I enroll you in the ones I'm appointed with and remain your point of contact afterwards. The two work well together.
