Medicare help in Albany
Albany packs the region's two largest hospitals, the VA medical center and the state workforce into a few square miles. Which door a plan opens — Albany Med, St. Peter's, or both — matters more here than premium, and retiree coverage from the state changes the strategy entirely.
Where Albany residents get care
- Albany Medical Center, 43 New Scotland Avenue — the region's academic medical center and Level 1 trauma center, anchor of the Albany Med Health System, with a large physician group across the city and Colonie.
- St. Peter's Hospital, 315 South Manning Boulevard — St. Peter's Health Partners, part of Trinity Health, with its own primary-care and specialty network, plus the Albany Memorial campus on Northern Boulevard.
- Stratton VA Medical Center, 113 Holland Avenue — for veterans, with its own rules on how VA coverage fits alongside Medicare.
- Neighbourhood primary care — Pine Hills, Delaware Avenue, Arbor Hill, North Albany and the South End each have practices tied to one system or the other, plus federally qualified health centers that accept all Medicare plans.
The most common Medicare Advantage problem I see in the city is a plan that covers your primary-care office but not the specialist across town, because the two systems contract independently. The fix is cheap and boring: check the directory before you enroll.
What's particular about the City of Albany
- State retirees. Between the Capitol, the Plaza and the Harriman campus, Albany is full of NYSHIP retirees. NYSHIP coordinates with Original Medicare and reimburses Part B; an outside Medicare Advantage or Part D plan can conflict with it. That's the first thing I ask.
- Two Medicare populations. Albany has both high-income pensioners who face the IRMAA surcharge and a large number of residents who qualify for the Medicare Savings Program, Extra Help and EPIC and have never applied. New York's MSP has no asset test and raised its income limits in 2023.
- Dual eligibles. For people with both Medicare and Medicaid, several Dual Eligible Special Needs Plans operate in Albany County, with benefits that vary by plan. I'll tell you which I can offer and what you'd qualify for.

- CDPHP is local. Headquartered in Albany with deep provider relationships. That's a genuine strength, and it still comes down to your doctors, your prescriptions and total yearly cost against the alternatives.
Albany County Department for Aging and Senior Services of Albany
The Albany County Department for Aging is at 162 Washington Avenue, 6th floor (518-447-7198; NY Connects 518-447-7177). It runs HIICAP counselling and benefit screening for the Medicare Savings Program, Extra Help and EPIC. Can I get a Medicare Advantage plan that covers both Albany Med and St. Peter's?
Some years, some plans, yes — the two systems contract with carriers separately, so the overlap changes every January. If your doctors are split across both, a PPO or Original Medicare with a Medigap policy is often the safer structure. I check your actual doctors against each plan's directory before we compare anything else.
I'm a state retiree in Albany with NYSHIP. Should I sign up for the plans I see advertised?
Not without checking. NYSHIP requires Medicare Parts A and B once you're eligible and coordinates with them, generally reimbursing the Part B premium. The Empire Plan and the NYSHIP HMOs handle Medicare differently, and joining an outside Medicare Advantage or Part D plan can disrupt your coverage. Ask your benefits administrator first, then let's talk.
I get my care at the Stratton VA. Do I need a Medicare plan too?
VA care and Medicare are separate. VA coverage doesn't count as creditable coverage for delaying Part B without penalty, so most veterans enroll in Parts A and B at 65 to keep the option of non-VA providers. VA prescription coverage does count as creditable for Part D, so a drug plan is optional if you fill everything at the VA.
